The Dubai Cyber Index was officially launched by His Highness Sheikh Hamdan bin Mohammed Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai, on 8 July 2020.

  • It will serve as a strong foundation for the UAE’s race for digital transformation by employing AI, IoT and other technologies
  • It will promote healthy competition among government entities to drive cybersecurity enhancements and innovation

The Index was developed by Dubai Electronic Security Center (DESC) as part of its mandate to implement a government information security policy that provides the highest benchmarks of cybersecurity in the Eemirate. DESC monitors government entities to ensure compliance with its information security requirements, thereby ensuring effective and secure communication networks and information systems.

The race to cyber resilience

With the broader aim of positioning the Emirate as an international role model for cybersecurity, the Index will create a strong foundation for a free, safe and resilient online world for both individual users and organisations. The Index is aligned with the Dubai Cyber Security Strategy’s goal to protect Dubai from cybersecurity risks, to support economic growth and to drive rapid technological progress and digital transformation. It also seeks to promote healthy competition among government entities in the field of cybersecurity and to encourage the development of capabilities and excellence in this area.

Specialised operations centers

One of the key objectives of the Index is to enhance the readiness of government entities to deal with cyber crises. DESC will support entities in their establishment of specialised security operations centers and their utilization of artificial intelligence technologies and big data analysis to anticipate potential cyber threats.

DESC Chairman, His Excellency Major General Talal Humaid Belhoul Al Falasi, said: “Dubai continues to reinforce its leadership in the digital and cyber sectors by consolidating the efforts of all government and private institutions and individuals to provide a secure cyberspace. It also seeks to make Dubai the safest city in cyberspace. The Index will measure the progress and readiness of Dubai government entities to assess cyber risks and deter threats.”

Advanced technologies

"The Dubai Cyber Index will further raise the security and safety standards of Dubai’s electronic infrastructure. This is particularly important as the world we live in is characterised by a constantly evolving communication technology landscape and is increasingly dependent on advanced technologies such as artificial intelligence, the Internet of Things and big data. It is critical to create a robust supportive framework to ensure the security and safety of information systems,” he added.
